European defence: utopia or reality

(B2) This is the title of the book that I am preparing for the Villard editions. 'Utopia or reality', this is indeed the dilemma facing European defense or European defense today

I do not intend to give a good recipe or assert a truth. In this area, there is enough theory and ideology, often quite binary. The main ambition of this work is elsewhere. It is a question of discovering and explaining the latest novelties, the assets already operational, the projects in progress, the challenges or simply the ideas. All this with arguments, precise, drawn from the best sources, and in the most understandable way possible.

We will thus visit the European Defense Fund, the hypothesis of a DG Defense at the European Commission, the integrated air command, the outline of a permanent European military HQ, the European intervention initiative as well as the ideas of have a European Security Council or a European army. One or two surprise guests will complete or qualify my remarks, like a counterpoint.

This work is to appear as soon as possible and at the latest by autumn. He should have gone out earlier; I had spoken to some of you about it. But my residence in the Alps partly burned down (1).
