A peace agreement in Mali

(BRUSSELS2) The signing of a peace agreement in Mali by all the parties gives rise to hope.

Two and a half years ago during the offensive of the rebels supported by the "terrorist" movements, we did not give much of the stability of this country. The flash response of the French surprised more than one. Sometimes mocked, in a low voice, by certain (rare) European leaders as the expression of a badly digested colonialism, it is now unanimously hailed by all as the right reaction at the right time.

This peace agreement was therefore hailed in many capitals. On the side of the European Union, we welcome this " another important step in the long process of restoring mutual trust ". " This Agreement will contribute to the restoration of stability and security, to the improvement of living conditions for the population and will pave the way for national reconciliation. underlined in a joint press release the High Representative of the EU, Federica Mogherini, and the Commissioner for Development, Neven Mimica.

Europeans salute the remarkable efforts of the signatory parties during the negotiations "just like the commitment" of Algeria, which led the mediation ". Now we have to implement this agreement down to the smallest detail. " All parties must now fulfill their obligations, and as a priority respect the still fragile ceasefire that all the armed groups have themselves committed to respect. It is equally important that the Government of Mali plays a leading role in the reconciliation process. The success of the implementation of the Agreement will also depend on the reforms that will be carried out in the sectors of decentralization, justice and education, as well as the fight against corruption and impunity.

But the international community must watch out. " The Peace Agreement also contains commitments for the members of the mediation, including for the EU, and provides for the involvement of the members of the United Nations Security Council in the Follow-up Committee of the Agreement”. It was MINUSMA, during the renewal of its mandate, which " will have a specific and leading role in the implementation of the Peace Agreement and will benefit from our full support ».

Europe" is ready to participate actively, in particular in the field of development, as well as that of the reform of the security sector by involving the CSDP missions (*) already operational in Mali » specify the Europeans. She " remains ready to mobilize all the instruments at its disposal in order to contribute to the strengthening of peace and stability for the population of the country.” Several areas were considered priorities to consolidate the peace agreement: 1) consolidation of peace and reform of the state, 2) food security and rural development, 3) education and 4) infrastructure.
