EU issues final warning to Somali transitional government

(BRUSSELS2) Foreign Ministers issued a final warning to Mogadishu on Monday. The "27" want to intensify their pressure. As the August 20 deadline approaches, they urge the government to “ implement its commitments to put an end to this transitional situation and to show that they are acting in the interests of the entire Somali people. »

Worrying delays

Even if a roadmap was signed last June and many efforts have been made to put in place a Constitution, Europeans are particularly worried about the various delays and their consequences on the transparency of the political process in general. As it had already done in its conclusions of May 14, the European Union reminds its Somali partner that a " extension of the mandate of the Transitional Federal Institutions will not be accepted and initiatives that impede reforms in Somalia will prompt appropriate action.»

A new respectful and transparent government

The most important thing now is therefore to convene a National Constituent Assembly capable of adopting a Constitution until a referendum can democratize the process. The EU also stresses the importanceto act in full transparency". As decided in Rome during the International Contact Group on Somalia (July 2 and 3, 2012), the new government will therefore have to set out, in a work plan presented within 60 days of its formation, its new priorities. . Priorities on the basis of which the EU will decide whether or not to maintain its support for it. For the ministers to be satisfied with these new orientations, they will have to bear in particular on “reconciliation, transparency and accountability, effective governance and rule of law, justice, human rights and fundamental freedomsand this everywhere "Across the country".
