Paul Barril's truth about Rwanda

BarrilWordsHonor(BRUXELLES2) Now retired from action, Commander Paul Barril, former head of the GIGN, is taking up the pen again to tell his truth about the 1994 genocide in Rwanda. This book, which had been awaited for several months, was finally published by Télémaque. " It is the duty of the last witnesses of which I am a part to restore the history of this Rwandan tragedy” he writes.

Supporting documents, Barril accuses Paul Kagame and the RPF of having fomented a climate of insecurity and hatred, aimed at eliminating President Habyarimana from power.

Kagame's strategy consisted of exacerbating interethnic tensions, then intensifying terrorist acts to trigger chain massacres of Tutsis and then be able to justify a seizure of power by arms, under the fallacious pretext of restoring stability in Rwanda.

For him, the action of the leader of the RPF stems directly from his post in Uganda

He also wants to clear France of any complicity in the genocide

“Those who, in 2014, still accuse François Mitterrand of complicity in genocide are manipulators. The confidential notes that emanated from the Élysée at that time testify, on the contrary, to the President's permanent concern to do the best to prevent the situation from escalating. François Mitterrand never ceased to warn American Presidents Bush and Clinton about the risks of inter-ethnic war. The French president has always given priority to a political solution based on dialogue.

He underlines how much the action of Paul Kagame was both influenced by the Americans

Kagame recalled valuable advice given by a CIA executive: Always act under cover of a valid pretext, be sure to appear as if you were on the right side of the law, on the side of the weakest. And, to support your action: communicate, infiltrate, manipulate. Kagame is a very good student... (and...) and a great strategist.

And by his experience as Uganda

His past as head of the Ugandan secret service was deleted from his official biography. In 2014, the Rwandan secret services are considered the best in Africa. They excel in intelligence and covert operations. Their method of interrogation is copied throughout Africa.
