Bosnia and Herzegovina lacks 'a talented ruling class'

« What is currently missing in Bosnia and Herzegovina is a political class focused on advancing reforms and the good governance needed to enable talented and ambitious people to reach their full potential for success. declared the International High Representative, Valentin Inzko, on November 21, during the 18th anniversary of the Dayton Accords. Words that reflect a widespread opinion in the international community. In a resolution voted on November 12, the members of the UN Security Council had asked " once again to the competent authorities of Bosnia and Herzegovina to take the necessary measures to carry out the "5 + 2" program.

After the political crisis of 2012, the government has still not implemented the reforms necessary to move closer to the European Union. The leaders of Bosnia and Herzegovina must “seize the opportunity and take advantage of the very positive regional dynamics at the moment. We don't want them to be left behind as others make significant progress on the European path." remarked the EU High Representative for Foreign Affairs, Catherine Ashton, after the Council of Foreign Ministers on 18 November. It is the issue of minority participation in elections and the application of the Sindjic/Finji case law of the European Court of Human Rights that raises questions.
  • The 5+2 conditions. In February 2008, the PIC (Council for the Implementation of the Dayton Peace Agreement) made the closure of the Office of the High Representative of the United Nations conditional on the implementation of five objectives: 1) an agreement on the distribution of state property, 2) distribution of military property, 3) implementation of the final agreement on Brcko, 4) fiscal predictability and 5) strengthening the rule of law. Two other conditions are set: 1) the signing of the Stabilization and Association Agreement with the EU and 2) a positive assessment of the situation.
