A UN civilian mission quickly in Libya
(BRUXELLES2 at the Elysée Palace) Ban Ki Moon confirmed this during the final press conference on Libya: “ The United Nations will deploy a civilian (assistance) mission as soon as possible. Humanitarian teams are already on site. Ian Martin, the secretary general's special adviser for the post-conflict situation in Libya, should leave immediately for Tripoli to prepare this assistance mission. And a meeting should be held on the sidelines of the United Nations General Assembly on September 20 on Libya. The Secretary General, however, insisted on one point: The future of Libya depends on the Libyans themselves. It's up to the Libyans to decide."
Scope : the State, the constitution, the elections, the public services...
A number of sectors requiring the support of the international community have been identified by the CNT: the promotion of a national dialogue, the drafting of a constitution and the restoration of public services, the consolidation of the State and the launching of an electoral process, the protection of human rights, support for transitional justice and economic development. It is around these themes that the UN will evolve the contours of the future mission. But Ban Ki Moon added that this action should meet three principles:
- appropriation by the Libyans — The future of Libya must remain firmly in the hands of the Libyan people -
- the speed of response - “ It is essential that the community responds when it is needed and not weeks or months later "-
- and effective coordination — “ Our most important job is to ensure that multilateral, bilateral efforts are complementary and correspond to the wishes of the Libyans ».
Comment: It is noteworthy that no one mentioned any role for the European Union in the Libyan future.
