Ambassador Haber at the head of the EU civilian staff?

German Ambassador Hansjörg Haber, who has been heading the European Monitoring Mission in Georgia (EUMM) for more than two years, is one of the candidates approached to take over from the Dutchman Klompenhouwer as head of the CPCC (Civil Capacity planning and conduct, or rather the EU Civilian Crisis Management Staff), as EU Civilian Operations Commander.

The Civilian Operations Commander is currently responsible for 8 civilian operations, on 3 continents, which represents a staff of more than 4.000 people. He assures theoperational control" (OpCon) of staff and units. He works under the authority of the High Representative, but under the political control and strategic direction of the PSC. He must also maintain "close relations" with the director of the department "Crisis Response and Coordination of Operations" (A. Miozzo) and reports on administrative matters to the "Operational Director" (D. O'Sullivan). His main task will be while ensuring "continuity of service in the planning and conduct of civilian crisis management operations", of the "adapt (...) to the new environment of the EEAS".

This position was the subject of a call for tenders which ended (February 4 at noon) like the two other "Top management" positions, the last department director remaining to be filled: that in charge of Thematic Affairs, the director of the CMPD (the crisis management planning structure). No need to compete. Too late !
