Libyan conflict: Ministerial meeting or summit of heads of state?

The human toll in Libya is getting worse. And the diplomatic contacts that were already taking place all over the place could lead quickly. The French and the British have already taken the initiative for a draft UN Security Council resolution comprising a double series of measures: in the short term (no fly zone / temporary exclusion zone), in the medium term (embargo on arms, freezing the assets of Libyan leaders and their families, bringing them before the International Criminal Court). Some countries (like France) are also considering a meeting at the political level, i.e. Foreign Ministers, or even a summit of Heads of State and Government, "if the situation requires it"according to the information received at 'B2'.
