Witness the agreement on public defense contracts - ratified Friday at Coreper - between the European Parliament and the Council. Or today's publication of the review of the defense financial mechanism. Events are also jostling, such as the expulsion of OSCE observers from Georgia on January 1, the revival of tension in the Middle East, which casts some doubt on the "tranquility" of the coming days.
