Bosnia and Herzegovina lacks 'a talented ruling class'

(BRUSSELS2) Day after day, Bosnia-Herzegovina is falling behind on the path to European integration where its neighbors – Serbs and Kosovars – seem to be moving more resolutely. And, at the level of the international community and the European Union, we have not failed to remind ourselves of this in recent days...

A political class is missing...

« What is currently lacking in Bosnia and Herzegovina is a political class focused on advancing reforms and the good governance needed to enable talented and ambitious people to reach their full potential for success. » declared the High International Representative, Valentin Inzko, on November 21, during the 18th anniversary of the Dayton agreements. Comments which reflect a widespread opinion in the international community. In a resolution passed on November 12, the members of the UN Security Council had also requested “ once again to the competent authorities of Bosnia and Herzegovina to take the necessary measures to carry out the "5 + 2" program.

Pull yourself together!

After the political crisis of 2012, the government has still not implemented the necessary reforms to get closer to the European Union. The leaders of Bosnia and Herzegovina must “seize the opportunity and take advantage of the very positive regional dynamics at the moment. We don't want them to be left behind while others make important progress on the European path." remarked EU High Representative for Foreign Affairs Catherine Ashton after the Foreign Ministers' Council on 18 November. It is the issue of minority participation in elections and the application of the Sindjic/Finji jurisprudence of the European Court of Human Rights that raises questions.
  • The 5+2 conditions. In February 2008, the PIC (Council for the Implementation of the Dayton Peace Agreement) conditioned the closure of the Office of the High Representative of the United Nations on the establishment of five objectives: 1) an agreement on the distribution of state properties, 2) distribution of military properties, 3) implementation of the final agreement on Brcko, 4) budgetary predictability and 5) strengthening the rule of law. Two other conditions are set: 1) the signing of the Stabilization and Association Agreement with the EU and 2) a positive assessment of the situation.
