Combatant not assassin: an app on IHL

Qr AppliDih@AppelGeneve(B2) Can you target a hospital if the enemy is there and targets you? Can we accept young people as fighters without being sure that they are 18 years old? Can we feign a surrender to attack the enemy by surprise? Here are some of the questions that appear in the mobile Quiz — “Fighter not Assassin” — developed by the NGO “Appel de Genève”, in the form of a “smartphone” app (Android and iPhone), to raise awareness among armed groups of the laws of war.

This initiative, reported by my (former) colleague Frédéric Joli, today spokesperson for the ICRC in Paris, on his blog, is very interesting and worth 1000 speeches.

The quiz offers two levels of difficulty and 28 scenarios in which the user is faced with examples of concrete situations and questions concerning war tactics, aid to the wounded, the use of certain weapons, the protection of children or the conduct of hostilities

Geneva Call is a neutral and impartial NGO dedicated to promoting compliance by non-state actors with international humanitarian law in armed conflict and other situations of violence.
