China says stop violence in Syria. His six-point plan

(BRUXELLES2) Are the Chinese evolving on Syria. In any case, the Chinese Ministry of Foreign Affairs has just taken an initiative and presented a "six-point plan". A plan which thus outlines the outlines of a new resolution to the Security Council, swinging between a demand for an end to violence "wherever it comes from", the opening of an "inclusive" dialogue with the opposition, free access to humanitarian aid provided that it is not guided by political motives, resolution of the crisis within the United Nations but also rejection of interference, calls for regime change or unilateral action. China remains committed to respecting the independence, sovereignty, unity and territorial integrity of Syria, peace and stability in the Middle East, peace and tranquility throughout the world," said a foreign affairs official. 

A plan which seems justified by two facts: of course, the aggravation of the violence - " The situation in Syria remains serious “says the press release from the ministry. But not only. There is the geopolitical situation: China seems to have heard the message of the Arab League does not want to cut itself off from the countries of the Persian Gulf, so strategically valuable, and intends to preserve its influence in the region. " China is a responsible country and a friend of the Arab peoples, including the Syrian people." is it indicated.

The message not to divide the international community and the Security Council can be read in two directions, towards the West or the Arabs first, but also, and above all, towards Russia. A Russia which was just beginning to vote (at least in the far east of the country) and which could also evolve in the coming week, after the proclamation of the results. At least that's what everyone hopes.

The Chinese six-point plan:

  • 1. The Syrian government and all parties concerned must immediately, fully and unconditionally cease all acts of violence, in particular against innocent civilians. The various factions in Syria should express political aspirations through non-violent means.
  • 2. ' The Syrian Government and the various factions should (...) immediately launch an inclusive political dialogue without set preconditions or predetermined outcomes through the impartial mediation of (Kofi Annan) the United Nations Joint Special Envoy United Nations (UN) and the Arab League (AL), an agreement on a comprehensive and detailed roadmap and timetable for reform through consultation and the implementation as soon as possible of an agreement to restore the national stability and public order. »
  • 3. ' China supports the UN's leading role in coordinating humanitarian relief efforts. (...) Subject to respecting the sovereignty of Syria, the United Nations or an impartial body acceptable to all parties should carry out an objective and comprehensive assessment of the humanitarian situation in Syria, ensure the delivery and distribution humanitarian aid. China stands ready to provide humanitarian assistance to the Syrian people. We oppose anyone interfering in the internal affairs of Syria under the guise of "humanitarian" issue. »
  • 4. ' Relevant parties in the international community should earnestly respect the independence, sovereignty, unity and territorial integrity of Syria and the right of the Syrian people to independently choose their political system (...). China does not condone armed interference or pushing for 'regime change' in Syria, and believes that the use or threat of sanctions does not help address this issue appropriately »
  • 5. China (...) supports the appointment of a special envoy and calls on him " to play a constructive role in the political resolution of the crisis. China supports active efforts by Arab and AL states to seek a political solution to the crisis. »
  • 6. ' Members of the Security Council must adhere strictly to the purposes and principles of the Charter of the United Nations and the fundamental norms governing international relations. As a permanent member of the Security Council, China stands ready to effectively fulfill its responsibilities, to engage in patient and equal consultation with all other parties.   • It's rather original for China to come up with a “6-point” plan. This reminds me furiously of the 6-point agreement on the lightning war between Russia and Georgia, an agreement which, precisely, is still not respected by Moscow, far from it. Is China thus pushing Russia into its own quagmire? And with a bit of luck, the Europeans will take the leap, and dare to put this dossier on the desk of the future Russian president (still unknown at the time of writing, so to speak…). The interventionism so “forbidden” by Moscow with regard to Syria…Georgia was a victim of it, right? The Russian veto is cynical…. For once, thank you Beijing, it's not every day!
