Eucap HOA (RMCB) mission concept formally approved
(BRUSSELS2) Coreper Ambassadors have formally endorsed the Crisis Management Concept (CMC) for possible CSDP action on regional maritime capacity building in the Horn of Africa states and in the Western Indian Ocean (RMCB). This approval was expected after the "Yes" in principle from the Ministers of Foreign Affairs at the last meeting on December 1, as we had mentioned. The small name should be EUCAP HOA/WOI - Eucap as EU capacity building mission; HOA for "Horn of Africa" (in English); WIO for "Western Indian Ocean" (in English).
The EUCAP HOA mission will have two main tasks:
- apart from Somalia, strengthen the maritime capacities of the countries of the region (Djibouti, Kenya, Tanzania, Mozambique, Seychelles, Mauritius and Yemen);
- in Somalia, train a coastal police force " - we are not talking about coastguards as such - " as well as the training and protection of judges » is it specified. The objective is to provide advice on legal, operational and policy issues relating to maritime security; to train coast guards to help strengthen law enforcement at sea; to contract for the necessary equipment. The regions of Puntland, Somaliland and Galmudug are concerned.
The mission should be based in Djibouti as well as in the countries concerned. It will be planned and commanded from the EU command center in Brussels which will be activated, for the first time, since its creation in 2004.

As you say so well the pit is well dug, one day they will become a confetti unless the position of Scotland changes this deplorable posture based on a narrow national feeling.
