(BRUSSELS2) The bi-annual meeting of EU defense ministers opens this afternoon, with dinner tonight at 54 (with foreign ministers) and the meeting of foreign ministers on Thursday. B2 will be there. And I have a nugget in store for you later...

The principle is in fact that military missions are the responsibility of Defense Ministers while civilian missions are the prerogative of their Foreign Affairs counterparts.
