The French President knows that he is coming up against strong reluctance, particularly from China, and to a lesser extent from Russia, or even from the European co-religionist, Germany, which has adopted a singular position of permanent blockage in all institutions of which it is a member (EU, NATO, UN). And the publication of this letter is, in a way, a last-ditch attempt. "Together let's save the martyred Libyan people!" » he cries. “Time is now counted in days, even hours.
