The 27 for a synergy between security and development

(B2 - archives) Gathered in a joint session, the Ministers of Development and Defense drew conclusions on security and development on November 19, around an axiom: " there can be no sustainable development without peace and security; there is no lasting peace without development and the eradication of poverty ". The objective for the EU is to improve the synergy of its external policies.

The 27 would therefore like cooperation within the Council's bodies, and with the Commission departments and the Member States, to be improved, in particular with a better " strategic planning » short- and medium-term actions. More joint trainings, meetings or joint assessment missions are needed. It will also be necessary to have  analyzes and strategic reviews of political situations and conflicts, to be able to ensure coherent planning and action at the first signs of tension, instability and fragility ».

Similarly, in supporting ongoing security sector reforms in developing countries, coordination and information sharing must be “ further improved ».

In the area of ​​humanitarian aid, the conclusions are more concrete. The Council therefore recommends consulting humanitarian actors “ from the beginning of the planning process, during it and during the follow-up of military missions » ; ensure coordination with humanitarian actors on the ground, when military actions are necessary to secure the humanitarian space, for example by deploying liaison officers.
