How many Libyan coastguards have been trained by Europeans? (V2)

(B2) Selon un dernier bilan (obtenu par B2), l’Union européenne a formé, par l’intermédiaire de son opération militaire déployée en Méditerranée (EUNAVFOR Med Sophia), en tout 213 membres du personnel des garde-côtes de la marine libyenne.

Five crews trained

Cela a permis notamment de constituer cinq équipages de patrouilleurs complets. Ce n’est pas mal. Mais on est très loin des plus de 500 espérés, comme l’avait confié le commandant de l’opération, le contre-amiral Enrico Credendino.

A first wave of training in early 2017

The training was both practical (at sea) and theoretical. The first at-sea training train was completed in early 2017 for 93 Libyan trainees from the Libyan Coast Guard and Navy after 14 weeks of training aboard the Italian vessel St. George et first two weeks aboard the Dutch ship Rotterdam (Read : The first graduates of the Libyan Coast Guard!). Some specialized training since

Trainings were also carried out ashore for 20 people in Crete (Greece), for 20 people in Malta, and 3 people in Rome (Italy). Recently, two modules were thus produced in Taranto in Italy for 65 sailors and in Crete (Greece) for 22 sailors and 3 others in Rome (*). An additional training module is planned in Spain for 34 candidates at the beginning of July 2018.

A follow-up that still fishes

According to the latest monitoring report, dating from March, the capacities and professionalism improve », mais le suivi des garde-côtes reste toujours aléatoire. Le personnel de EUNAVFOR MED n’est toujours ainsi pas présent en permanence dans les centres d’opération des garde-côtes de la marine libyenne, contrairement à ce qui était prévu (Lire : The Europeans want to better monitor the Libyan coast guard. (*) Le total aboutit à 226 personnes formées. C’est normal : certaines (13) ont suivi plusieurs formations. On arrive ainsi à 213 personnes.
