The permanent HQ: we are not very far from it if…
La request from the European Parliament for an operational HQ standing, putting the civilian and the military side by side, is legitimate. From a political, budgetary and operational point of view, it would allow savings, synergies and rapprochements. One could add that from an administrative point of view, we are not far off. The creation of the diplomatic service, on the one hand, with the reconciliation in the same organization chart of the various crisis management instruments (Military Staff, Civil Staff CPCC, Directorate of Civil-Military Planning CMPD, Intelligence Center SitCen ...) makes the task easier. The eventual relocation of these structures within a single building could facilitate contacts. The possible vacancy of the post at the CMPD, then the departure of the incumbent from the CPCC (in March) creates a favorable context for such implementation.
Not much would be missing - a few more officers in a low-intensity function - to have the permanent operational military command center and the civil-military HQ, wanted by the European Parliament. For a modest cost, we would thus have the adequate minimum operating structure for the PeSDC. Would you still have to want it?
