EUTM Somalia, the timetable is accelerating…

(B2) According to my latest information, planning for the Somali Military Training Mission in Uganda (EUTM) is gaining momentum (1). After'Initial military directive (IMD), the head of mission, the Spanish colonel Ellul should be able to draw up the Conops (Concept of Operation), as well as the PGR (permanent general requirements) which make it possible to define exactly the needs. This Conops could be quickly approved by the politico-military group (unless there is an unexpected problem - which can always occur), then go up to the Cops, at the end of February and to the Council in stride (in point A or by procedure of silence). The operation plan could be adopted in March. And the first elements
already sent to prepare the ground (preparatory team).
