The UN is strengthening AMISOM's capacity. New resolution adopted

(BRUSSELS2) It bears the number 2036. It is the new resolution that the UN Security Council unanimously approved on Wednesday (22 February) strengthening the means of AMISOM - the peacekeeping force of the African Union deployed in Somalia - in means, in men and in funding.

Warning to TFG

The members of the Security Council also issue a new warning to the TFG, the Somali transitional federal government, to put in place all aspects of the "road map". They point out that the transition period will end on August 20, 2012 and that any “extension of this transition period would be untenable”; he therefore calls on all Somali parties to quickly find “ post-transition agreements », both in terms of including all trends.

Al Shabab hit on the wallet

An embargo on coal exported, directly or indirectly, from Somalia will have to be put in place. It is one of Al Shabab's main resources, mainly for the Arabian Peninsula. It's about hitting the Islamic forces in the pocketbook. Each UN member state has 4 months to submit to New York the terms of implementation of this ban.

Geographical and numerical extension of Amisom

The Security Council resolution authorizes the geographical extension of the African Union force, with a distribution in several sectors, entrusted to one or more contributing countries, as proposed in a new concept of operation by the Secretary-General (for the map, see other article). Each sector would have a logistics platform, equipped with structures to house the headquarters, medical facilities and inventory.

The UN endorses the increase in the workforce, which will be increased from 12.000 men to 17.331, with the incorporation of new contingents (Kenyans in particular). These should " be fully integrated into AMISOM's command and control structures and operate within its mandate "It is specified.

AMISOM will also be provided with light aviation: 3 attack helicopters and 9 transport helicopters.

A security force should be created to provide protection, escort and security for international community and United Nations personnel. The development of a police force in Mogadishu is also " encouraged » ; a "police" component being created within AMISOM.

In order to reduce possible civilian casualties, a special structure, the Civilian Casualty Tracking, Analysis and Response Cell (CCTARC) will be set up, responsible for tracing and analyzing possible casualties caused by Amisom and providing responses.

Amisom units should have proportionately more armored mine clearance equipment - to deal with both improvised explosive devices (IEDs) and unexploded ordnance - not only in Mogadishu but in other areas, due to the significantly larger area to be secured.

Enhanced funding

In terms of funding, the UN calls on " new contributors to make offers. It specifies, however, that certain force costs will be covered: personal equipment costs, costs for combating explosive devices, level 2 medical support. Only equipment provided by troop-contributing countries and considered as belonging to them will be reimbursed, equipment given or loaned to contributing States, AMISOM, the African Union or which remains the property of the donor, cannot be reimbursed.
