A full-fledged weapon

« We are now ready to use the cyber weapon, in external operations, for offensive purposes » declared the French Minister of the Armed Forces at the Avord air base (near Bourges) on Friday (September 13).

« We now consider the cyber weapon as an operational weapon in its own right that we will use in isolation or in support of our conventional means, to multiply their effects. »

A response at a chosen time

The minister detailed the points of the French cyber offensive doctrine.

  1. It will be a response to an attack;
  2. This response will not be systematic;
  3. It will take place at a chosen time, so not only on the spot, but with a latency period;
  4. The means of the response will also be calibrated;
  5. The neutralization of 'enemy' means as well as the 'effects' of these means will be part of the arsenal.

« In the event of a cyber attack against our forces, we reserve the right to respond, in accordance with the law, by the means and at the time of our choice. We also reserve, regardless of the assailant, the right to neutralize the effects and the digital means used »
