In a context of strong uncertainties and tensions at the international level, three Heads of State and Government, President Emmanuel Macron, Chancellor Angela Merkel and Prime Minister Pedro Sanchez have in turn mentioned the need for a European army. A taboo has fallen. On the eve of the future European elections, the time has come to take this project seriously and to identify its possible outlines:

A European army for what? For what project? With what ambitions, capacities and equipment? In what politico-institutional framework?
