(B2) Between Juncker's State of the Union address on September 13 (read: Juncker calls for audacity. His proposals for political Europe) and Emmanuel Macron's proposals at the Sorbonne on September 27 (read: The Europe of 2024 according to Macron: sovereign, strategic, autonomous), there are singular “convergences” whether on trade or justice, security and defense or the single market, and institutions.

This is the conclusion reached by the European Center for Political Strategy (ESPC), the Commission's think-tank, in a paper (unsigned), which offers a short comparative study, sector by sector, of the two speeches and the proposals they contain. In many sectors, the differences are negligible; we can speak more of "nuances" or "complements" rather than contradictions elsewhere.

The main differences are marked on the euro zone: Macron proposes a budget and an assembly for the Euro Zone, as well as a minister endowed with broad powers, which requires a modification of the Treaties. A point that does not put off the French president, on the contrary. On defence, we also note that the French president goes further, proposing a common force, endowed with a budget and a common strategic culture (article to follow).
