The security strategy has just been renewed. Just apply it...

(BRUSSELS2) Last December, the European Union adopted a renewed "internal security strategy". This involved adding certain elements to a document adopted at the beginning of 2010, which serves as a "doctrine" for all European countries in terms of internal security and supplements another, more general document on (external) security strategy. This text thus describes in detail the main threats, and in particular that of terrorism. It also outlines the main priority (foreign fighters) in particular and possible actions.

Terrorism, radicalisation, terrorist recruitment and terrorist-related financing: Terrorism in all its forms remains a significant and constantly evolving threat to EU internal security.

Foreign fighters, a sensitive point

One of the main novelties consists in drawing attention to the question of "foreign fighters".

Particular attention should be given in particular to the issue of foreign fighters, their return to their countries of origin and lone actors, who constitute a very serious, direct and unprecedented threat to the security of the EU, as well as as well as uncovering the various channels of financing terrorism.

Third countries, radicalization and the Internet

Three priorities have been set: cooperation with third countries, prevention of radicalization and monitoring of the internet and social media. Three topics that will be discussed

This will require (1) in-depth cooperation with third countries and strategic partners such as Interpol, (2) a renewed focus on preventing and countering radicalization leading to violent extremism, including including through measures to deter anyone from participating in terrorist acts, and (3) collaboration to limit access to online content that promotes radicalization leading to terrorism and its impact. (the numbers have been added for pedagogical reasons)

It is around this canvas - but also other aspects - that European reflection should be oriented, during the next European meetings, starting with that of the Ministers of Foreign Affairs (on 19 January in Brussels) and that of the Ministers of the Interior (meeting very informally in Paris on the initiative of the French Minister, Bernard Cazeneuve, on Sunday (January 11).
