(BRUSSELS2 to Kiev) Kalman Mizsei gave the signal, this Monday (December 1st) in kyiv, for the launch of the Ukrainian Police and Justice Advisory Mission (EUAM Ukraine) which he heads. This was done in kyiv, during a short press conference given to the press center of crisis installed at the Hotel "Ukraine", a stone's throw from Maidan Square. A more official ceremony will take place this evening with the various representatives of the government and the international community.

The key word: restore trust

The reform of the police, of justice is one of the best guarantees of stability for Ukraine highlighted Kalman Mizsei. And the key word of this reform is the " partner ". It is about putting in conformity of the Ukrainian system with European values », human rights, as well as « implement the agenda of the Association Agreement". In general, he points out, the problem is the Soviet legacy. Reforms have been less fundamental in Ukraine (after 1991) than in other Baltic countries »

Multiple problems

The task is important and covers a number of reforms. At the institutional level, many organizations (of security services or justice) have a very broad mandate. And this mandate is not really controlled by the democratic organs. Corruption exists in several sectors (police, justice, etc.). Human rights are not always respected during legal proceedings. And the judgments are not balanced.

A mission of "advice"

EUAM Ukraine remains a mission “ of advice for the reforms underlined the head of the European mission. But the conduct of reforms belongs to the Ukrainian authorities according to the principle of "ownership". It aims to reform legal proceedings (prosecution) and the services responsible for enforcing the law (NB: police, border guards, secret services, etc.). But it does not concern defense structures that are outside the scope of the mission.

Now is the time to act

For Kalman Mizsei, the moment is opportune and symbolic. That " coincides with the installation of a new government” (NB: the government could be presented this Tuesday) as with the anniversary of Ukraine's independence referendum and the first protests in Maidan last year. The birth of a new civil society consciousness, born out of the Maidan protests is a determining factor according to him. " Ukrainian society, I think, is ready for these reforms. It won't be easy. But now is really the time for Ukraine to push for reform. Now it's time to act »

The worst system: justice

A point of view of which we seem well aware within the new leaders of the country. Ukrainian President Petro Poroshenko, in his speech inaugurating the newly elected parliament (Rada) on Thursday (November 27), described "nyour legal system (like)  the worst situation (read here on the Kyiv Post).
