Europe will train Malian police and gendarmes

(BRUSSELS2 to Luxembourg) The 28 approved the framework of a new mission intended to strengthen the rule of law in Mali. The role of the EUCAP Sahel Mali mission will be to train and ensure the restructuring of the Malian security forces – police, gendarmerie, national guard. This mission is the "civilian" counterpart to the training mission of the Malian army (EUTM Mali).

The mission will include a strategic advisory component - at the highest level including ministries - as well as training for Mali's three internal security forces. A complement " important to the European Union's effort for stability, institutional reforms and the full restoration of the authority of the Malian State throughout the country “We underlined the European diplomatic service (EEAS).

The mission headquarters will be located in Bamako, the capital of Mali. The mandate of the mission will have an initial duration of two years from its launch. A budget of €5,5 million has been allocated for the start-up phase, which will last nine months and end on January 14, 2015.

Comment: This mission should have been launched almost two years ago. But the coup d'etat and then the offensive of the rebel movements had reversed the situation and put priority on the re-establishment of the Malian army before the reinforcement of the internal security forces. The relative stabilization of Mali, like the smooth running of the elections and the constitution of an elected government, made this mission possible. The first recruitments have started to constitute the first hard core of EUCAP Mali but the mission should not be launched for several weeks, once the head of the mission has been recruited. Deployment and ramp-up will take place gradually by the end of the year.
