BRUSSELS2) Next Monday (October 1), a new crisis operation will be launched. Or at least studied. Well...in theory. Because we are in full fiction. It is indeed the annual crisis management exercise on which the political and military structures of the Union will work throughout the month of October (until October 26). This is the seventh time that the European External Action Service (EEAS) has organized such an exercise. But this is the first time that all levels of decision-making and execution have come together under the same flag, in the "Lisbon Treaty" format.

Thus the Commission, the European diplomatic service - and certain delegations in third countries - the Council and the Member States will be involved in order to study the situation between "Nusia" and "Recuria», two fictitious States which face a post-conflict situation (and which a priori strongly resemble the current situation in Central Africa). Challenges of border demarcation, infrastructure security, mine clearance and maritime piracy are on the agenda. The aim is to train the various actors, both civilian and military, in a crisis management exercise from A to Z, and to check at the same time, the current weaknesses and shortcomings. While taking into account the international context: the UN Security Council and regional organizations.

The European crisis management mechanism is being reformed and the exerciseMultilayer 2012should make it possible to make progress on the organizational effectiveness of the Common Security and Defense Policy. And it is the director general of the crisis response service at the EEAS who will oversee the whole exercise.
