Palmigiani appointed head of Eubam Rafah, on a provisional basis

(BRUSSELS2) It is an Italian rifleman, Davide PALMIGIANI, who should take over on an interim basis the direction of the EU border assistance mission at the Rafah crossing point (EUBAM Rafah). He is appointed until July 31, 2012 for the moment. Since February, he has been the Mission's “borders” expert. Commander of the Carabinieri company of Ischia (Naples), from September 2009, Palmigiani notably participated in the “garage” operation targeting drug trafficking on the island of Ischia. Previously, he was platoon commander of the mobile carabinieri teams in Bari (2008-2009). He also served at the ISAF Mission in Herat, as the Afghan National Police Liaison Officer in the NATO Mission's Intelligence Directorate (J2).

The European Union deployed two crisis management missions (PeSDC) in Palestine: one concerned the strengthening of civil police and prisons (EUPOL Copps), the other border surveillance (EUBAM), the latter being on the back burner for several years. The plan to combine the two missions into one has encountered political and practical obstacles. The chosen path is therefore to develop synergies between the two missions with a sharing of functions between the two missions, particularly at the administrative level.
