A new French white paper, with a European sensibility

(BRUSSELS2) The drafting of a new White Paper on Defense was launched in Paris on July 13, the eve of the national holiday. "The succession of international financial shocks, the political and social revolutions in the Arab world, the changes in the foreign policy of the United States, the questions about European defense, the appearance of new areas of instability, or the new characteristics of the conflicts and crises with which we are confronted must lead us to carry out a renewed and in-depth reflection » writes the President of the Republic to Guéhenno Jean-Marie Guéhenno who will chair the commission of the White Paper.

This book " will have to take into account the objective that I have set of relaunching European defense " A " particular attention should be given to the perception that emerging States have of the relationship between their new power and their responsibility in terms of maintaining peace and international security, as well as to their rise in industrial power... ". At the same time, a mission to assess the follow-up to the decision, taken in 2009, to reintegrate France into the military structures of NATO, which will have to submit its work on October 31.

This commission will include a German and a Briton, officials from the Ministries of Defence, Foreign Affairs, Economy, Productive Recovery, Interior, Overseas and Research, and Parliament. We would have liked, since an inflection was announced on the Europe of defence, that a representative of the European Union be as such present among the 40 members. It should submit its report in early 2013. This will set the tone for the future military programming law for the period 2014-2019.
