More Palestinian rule over Area C, say Europeans
(BRUSSELS2) The situation in the Middle East was once again at the center of the debates of the 27 EU foreign ministers. These have "deep concern"vis-à-vis the situation"in the field". It's not new. But the "27" heard this time to be more particularly interested in area C. This area is under Israeli control, and the Palestinian forces do not have access to it, even to prosecute individuals who have committed criminal acts in areas controlled by the Palestinian Authority. This poses serious problems on a daily basis and for the future. What the ambassadors of the 27 fear above all is to see the two-state solution - advocated by the international community and the Europeans - made almost impossible to achieve through practice on the ground.
The ministers thus point out “ the deterioration of the living conditions of the Palestinians in Area C and the serious limitations against the Palestinian Authorities in promoting economic development”, as well as " plans for the forced transfer of Bedouin communities”. The EU therefore calls on Israel to "fulfill one's obligations" in this regard, by ceasing the forced population transfers and the demolitions of Palestinian buildings, or by ensuring access to water and other humanitarian needs. Israel must also " give the PA more access and control over Area C ».
Transfer taxes to Palestinians, protect infrastructure
The EU will continue to provide financial assistance in this area. A series of projects will be developed to prevent these areas from becoming an economic wasteland. But the Europeans want this " that it invests in this area is protected in the future”. It's about " to prevent the buildings we construct and finance from being subsequently destroyed by the Israeli authorities, as has been the case in the past” explains a European diplomat. The EU also calls on Israel not to withhold taxes and customs duties levied on behalf of the Palestinian Authority. These " transfers by Israel are an obligation under the Paris Protocol ". they say.
