The OECD gives some lessons to the EU

(B2) “Good but can do better”, is a bit like the sentence of the OECD which has evaluated the EU's action in terms of development aid since its last report in 2007. The EU must even better coordinate its different tools (economic, political, civil, military, etc.) explains the Organization for Cooperation and Development in Europe, which calls on its European alter ego (EU) to clarify the role of each actor, in particular of clearly delineate the competences between the European diplomatic service (EEAS) and the Commission but also to avoid duplication between DG ECHO (humanitarian aid and civil protection) and the Member States.
