EUCAP Indian Ocean: we are getting down to business. 1st call for contributions.

(BRUSSELS2) The first call for contributions to provide personnel for the future European civilian regional maritime capacity building mission (RMCB or EUCAP) of the countries of the Indian Ocean and the Horn of Africa has been sent to Member States at the end of the week. They will have 15 days to send applications. It is a question of providing the hard core of the mission: its leader as well as about fifteen people intended to concretely prepare the mission on the ground. The mission will initially be deployed in five locations: Djibouti - mission headquarters -; Puntland and Somaliland as well as in the Nairobi rear base (Kenya); Seychelles. They could be sent quickly on the spot: in June, as soon as the recruitments have been made and the decision endorsed by the 27. The mission will then be completed to start officially, in the summer or autumn.

Remember that this mission will be coordinated within the OpsCenter, the mini permanent headquarters, established at the European Union military headquarters in Brussels. Its objective is to provide the countries bordering the Indian Ocean with capacities to fight against piracy, in particular by developing a coastal police, capable of tracking down pirates on land or in ports; which is extremely complementary to the new possibilities of action against the pirate camps given to the EU anti-piracy mission (Eunavfor Atalanta).
