European HQ. Convincing London: mission impossible for the Poles?
(BRUSSELS2) Displaying the ambition to develop the planning and leadership capacity of the EU, the Polish Presidency of the EU – as all specialists in the matter know very well that the problem “clearly” lies in London. The opposition of the United Kingdom weighs, indeed, on the discussions. The Poles are not naive: convince the UK seems difficult; you need the " participate in the discussion in a constructive way ". The Polish presidency does not want to circumvent anyone. It is not " no question of a project restricted to a few " on the subject. It is necessary " involving all member states ". And the latter is not necessarily linked to the establishment of PESCO” (permanent structured cooperation), another complex subject which seems blocked to the point that it no longer figures in the priorities. The objective set by the presidency is rather than deciding on the OHQ to " start a discussion in the EU » and to encourage the Member States at the end of this discussion to take this decision.
