A slightly more responsive budget?

(BRUSSELS2) The Foreign Affairs Committee (Afet) of the European Parliament has asked that the financial regulation be amended, in particular to make it somewhat reactive to crises. The "Afet" MEPs thus recommend a " differentiated approach when the EU has to respond to humanitarian emergencies, international crises in third countries, supporting a process of democratic transition ».

They therefore recommend that in humanitarian aid, civil protection or crisis management operations, and " if the urgency justifies it, the recording of the transfer of funds should be able to be made as soon as the signature of the person responsible for the commitment of these funds”.

In EU embassies abroad, in exceptional circumstances and on a temporary basis, the diplomatic service should be able to delegate to officials of the European Commission some of its budget implementation powers.

NB: The financial regulation should be adopted in September. There remain, in fact, a certain number of other subjects under discussion in the Committee on the Budget (competent on the merits). The Foreign Affairs Committee only gives an opinion.
