Acting in the long term on conflicts: the EU relies on mediation

(BRUSSELS2) “ Reinvigorate EU efforts in conflict prevention and recurrence is the stated objective of the 27 Foreign Ministers in the conclusions adopted on Monday (June 20) in Luxembourg.

SitCen's alert capabilities enhanced

The 27 want to see in particular strengthening the early warning capacities of the SitCen, by better anticipating crises. It is " better integrate existing capacities (and sources of information) within the EU, including Member States, information from the field, EU Delegations or NGOs, thus obtaining a "more risk of conflict ". NB: This reinforcement of the SitCen's resources should be quite limited, and come more from the redeployment of positions, or from "synergies" (a very fashionable word) obtained by the consolidation of services than by the creation of new positions.

Develop the means of mediation

More must also be done to reduce the risks of triggering or resurgence of conflicts », in particular by strengthening crisis mediation capacities, by training mediators and their staff, by increasing their availability. Partnerships should also be strengthened with international organizations (UN, OSCE, NATO, African Union, etc.) and certain countries, “ like the United States to operate in the long term in the structural prevention of conflicts.
