The decision giving the green light to the Eufor Libya operation approved

(BRUSSELS2) The written procedure (*) was able to reach its end, which was set for 16 p.m. today. And all Member States unanimously approved today (including Cyprus) the decision to set up a military operation to provide humanitarian support to international organizations, called EUFOR Libya. Rear Admiral Claudio GAUDIOSI can therefore develop the operation plan and the rules of engagement. The Operation Headquarters (OHQ) is planned in Rome.

A little help from the Hungarian Presidency

The speed of decision-making is due to the political will of several countries to move forward. It's undeniable. But also to the determination of the Hungarian presidency of the EU – which chairs the Relex group, and not a delegate of the High Representative as for the “foreign affairs” (CFSP) or “defense” (PeSDC) committees. The latter has in fact decided to force the hand of Cypriot friends a little by putting the decision to a vote. So, the rotating presidency is good 🙂 In exchange for its acceptance of the decision, Cyprus could obtain that the text of the other programmatic documents be less affirmative on NATO.

(*) A written procedure consists of each of the countries concerned answering Yes (or No) to two or three questions: do you agree with the written procedure? Do you agree with the substance of the decision? (+ publication in the Official Journal)
