The new organization chart of the diplomatic service (exclusive)
(BRUSSELS2) This is the new organization chart of the European diplomatic service. As indicated (1), the new organization chart of the EEAS concocted by Lady Ashton, the High Representative of the European Union for Foreign Affairs (HR) does not differ in any major way from the first released in March. But it becomes slightly more complex in terms of hierarchical relationships and includes some new features... as well as a motto. Attention ! this flowchart is "for illustrative purposes" and therefore does not yet reflect a version
final.
Some new features:
- the appearance of a fourth man in the leading trio to the point that we can now speak of a leading quartet. The "Chief operating officer", a sort of secretary general bis, will be placed partly under the authority of the executive secretary general, but will also have direct hierarchical access to the High Representative, and will be a full member of the "Corporate board".
- the transformation of the "interinstitutional relations" unit into a broader "Coordination" department, also responsible for relations with the Member States, in close liaison with the HR representative on the Political and Security Committee (PSC).
- a new geographical unit is created: instead of 4 there will be 5. We can thus notice that all the geographical areas are covered, including
those normally assigned to enlargement (Balkans, Türkiye, EFTA):
- Middle East / Mediterranean;
- Russia Balkans Central Asia / Eastern Partnership / Balkans;
- Africa (with a separate "Horn of Africa" unit from East Africa);
- Americas;
- Asia (a sub-directorate will be devoted specifically to the AfPak - "Afghanistan - Pakistan")
- at the level of civil-military structures, we see that the SitCen is more closely linked to them. And that a new unit is appearing "Peace process and crisis response" dependent on the Commission but which would be hierarchically attached to the High Representative...
Motto
Last but not least, the EEAS now has a motto: "a service for conflict prevention, security and stability".
