Police mission in Bosnia downsizes, details

(BRUSSELS2) The reorientation of the police mission in Bosnia implies budgetary changes.

The staff thus drops from 485 budgeted posts to 285, i.e. 137 posts less. In fact the difference is less. Because in 2009, there was; according to a Council report, only 364 people present on site: 113 seconded staff (out of 155 planned) and 211 local staff (out of 220 planned). In the new format, the breakdown is as follows: 109 staff seconded from participating States (103 EU and 6 third parties), 154 local staff, 22 international staff (head of mission, 17 experts, 4 support staff), 154 local staff .

Three non-member states of the European Union continue to participate in the mission: Switzerland, Turkey, Ukraine.

In the same way, the vehicle fleet is reduced. It goes from 253 vehicles to 120: from the scooter to the Volkswagen 4X4 Combi. The rest of the vehicles will be parked in a warehouse, ready to serve, which however has a certain cost (300.000 euros). But it is at this price that the future reactivity, even the availability for other missions, can be.

Despite the reduction in size, the budget is on the increase. It goes from 12,4 million to 14,1 million euros: 9,9 million euros for staff (2,2 for international staff, 3,2 for seconded staff allowances, 4,2 million for local staff); 0,3 million for mission expenses; ditto for the emergency reserve; 0,8 million for communication, conferences and information. There are also 3,5 million euros for the operating budget: cars, information technology, communications, premises, training... Everything is planned up to... commemorative medals (9000 euros).

The EUPM keeps its HQ in Sarajevo and 4 regional offices: in Sarajevo, Banja Luka, Mostar and Tuzla.

    almost 10 million euros for mission staff !!! former policeman, I hear from colleagues returning from the mission where many old officers await retirement with salaries of around 10 euros per month… long live the crisis!!!
