In any case, she signed an agreement with this training center which depends on a private Jordanian-British company. Phoenix entered into an agreement with Somalia's transitional government in August 2009 to support the Somali police, coast guard and intelligence forces. In addition to the training of special police and counter-terrorism units, there will be coast guard and anti-piracy training.
