A special operations concept for the EU

(B2) Nothing escapes the vigilance of the officers of the European General Staff. They thus designed a concept (top secret) on special operations. Rest assured ! It is not a question of having European special intervention forces, starting from the garage of the Justus Lipsius, ready to project themselves into any hot spot on the planet to deal with a crisis. But rather to define how the special forces of various Member States can contribute to a European defense mission. Several needs have thus been specified. First need identified: recognition and intelligence ". The special forces are in a way the ideal “first entry force”, autonomous, discreet, complete. Second need:'extraction ". This is not a theory (cf. the evacuation operation in Chad). In the event of a civilian evacuation operation (Non-combatant Evacuation Operations or NEO). We have to go and look for citizens in places that are anachronistic to say the least. Finally there are also the more classic missions of intervention in the event of hostages, etc.

(updated) This concept was endorsed by Defense Ministers at the "Jumbo" meeting on May 18, 2009
