" Pressure must be exerted on the main elements of discord within the Somali Government, who must be put on unequivocal warning that they can no longer continue to undermine the activities of the Somali authorities”.
The capital, Mogadishu, is currently out of control, he added. And " Any government offensive to uproot the insurgents from Mogadishu will require a series of serious corrective measures in the security sector ". For him, there is no ambiguity: you have to decide " once and for all, in the absence of alternative options, to clear the Somali capital and its surroundings of extremist militants in order to secure the city, restore order and the rule of law ". Because " without a victory in Mogadishu, it will be impossible to prevent an avoidable disintegration of Somalia.
